Okay, Taylor Momsen once said this in an interview:

"I don't use a specific brand. I use whatever black eyeshadow and black eyeliner and whatever I can find in my closet that isn't empty — or my makeup case — that isn't empty now, and I just charcoal it on. When I go into a store, I just go, 'What's the blackest eyeshadow and eyeliner you have?' And whatever that is, I buy it at the time."

It's really simple, not difficult at all and I do it all the time, myself. I tone it down a bit, though, because I think her make-up is a little over the top.

Her make-up is the part of her personal style, that's who she is, and i hate when people say that it's awful and that someone should rub her face and take 90 percent of her make-up off...well, not so much...i like it! and apparently she does! that's the only thing that matters!!!
